Nursing and Midwifery Council of Nigeria (NMCN)
The Nursing and Midwifery Council of Nigeria is the only professional council for all grades and cadres of nurses and midwives.
It is the only legal, administrative, corporate and statutory body charged with performing specific functions on behalf of the Federal Government of Nigeria in order to ensure the delivery of safe and effective Nursing and Midwifery care to the public through quality education and best practices.
The council is mandated by law to regulate the standards of nursing and midwifery education and practice in Nigeria and to review such standards from time to time to meet the changing health needs of the society.
The council has its headquarters in Abuja with Zonal Offices in Sokoto, Kaduna, Bauchi, Enugu, Port Harcourt and Lagos.
It is headed by a Secretary General/Registrar and is assisted by other professionals and non-professional staff.
They are responsible to a board headed by a chairman with members drawn from various institutions and zones in the country.
In order to assist the Federal Government in achieving its Health-Care Reform Agenda, the Council has a close working relationship with other sister organizations under the Federal Ministry of Health.
These include the Medical and Dental Council of Nigeria, Pharmacist Council of Nigeria, and other health parastatals.
The aim of creating this rapport is to work as a team in assisting the Government in actualizing its objectives in the health-care sector.
The council also works in partnership and collaboration with national and international non-governmental organizations such as WHO, UNICEF, USAID, The British Council, International Council of Nurses, International Council for Midwives, Institute of Human Virology, Nigeria (IHVN), International Center for AIDS Care and Treatment Programs (ICAP), West African Health Organization (WAHO), Ipas, Netherlands Leprosy Relief Organization, JSI/MMIS-Nigeria, Family Health International, GHAIN, PATHS, NACA, Pathfinder International, Society for Family Heath, in developing and implementing various health programmes, projects, workshops/seminar etc., aimed at uplifting the standards of Nursing and Midwifery Education and Practice in the country.
The council also maintains a close relationship with National Board of Technical Education (NBTE), National Universities Commission (NUC), Federal and State Universities, Polytechnics, Joint Admission and Matriculation Board (JAMB), Administrative Staff College of Nigeria, Centre for Management Development, Federal Training Centres (for academic and professional training programme for staff).
NMCN Function
The primary objectives of the Nursing and Midwifery Council of Nigeria are to ensure high quality of Nursing and Midwifery education in Nigeria, maintain a high standard of professional nursing and midwifery practice, and enforce discipline within the profession.
Broadly, the Council’s functions are related to those of designing, implementing and evaluating various nursing and midwifery educational programmes, of indexing, examination, registration, certification, licensure of professional nurses and midwives and monitoring standards of nursing and midwifery practice in the country.

Approved Entry Requirements for Basic and Post Programmes
- The current approved entry requirement is five (5) O’level credit passes in Mathematics, English Language, Physics, Chemistry and Biology at not over two (2) sittings from WAEC, NECO, or NABTEB.
- Any student with foreign examination board result(s) is expected to submit an evaluation report or equivalent grading from the Federal Ministry of Education along with the result.
- A request for the verification of such results from the issuing organization to the council is required.
- Acceptable minimum age range for admission into Basic Nursing and Basic Midwifery training programme is 16.
Requirements for Change of Name
- Start online application for change of name on the Council’s license portal.
- Upload scanned copy of original Certificates of Registration issued by Council.
- Upload scanned copy of original Marriage Certificate or detailed sworn court affidavit of marriage.
- Upload scanned copy of original newspaper publication in a national daily (full page).
- Payment of ₦10,937 only through REMITA (TSA) on the portal.
- If divorced: Divorce papers, for widows: Death Certificate.
NMCN policies on change of name are:
- Change of name is allowed for married women only and this applies to change in surname only.
- Addition or change of other names (first or middle names) is not acceptable.
- Change of names for males is not acceptable.
- Only three consistent names in full will be acceptable for all the records of Nursing and Midwifery Council of Nigeria records.
Basic Registration
Basic registration is concerned with the registration of Nurses/Midwives who have completed their General Nursing or Basic Midwifery Education and were successful in the Nursing and Midwifery Council of Nigeria Final Professional Qualifying Examination and Foreign Trained Nurses who have met the council’s requirement for registration.
Here are the steps for basic registration:
- Application forms for registration are forwarded to the nursing training institutions with the result file (release of result for the council’s final qualifying examination for general nurses and basic midwives).
- Application forms are to be completed by the applicant providing all the required details (information MUST be consistent with that provided at the time of indexing).
- Completed application forms are to be signed and stamped by the Head of Department/Coordinator/Principal of the training Institution.
- Six (6) recent, clear, identical coloured passport photographs, a full face on a white background, no eyeglasses.
- Pay a non-refundable application/registration fee of ₦42,967 into the Nursing and Midwifery Council of Nigeria through REMITA in any bank.
- Penalty for late registration is payable 90 days after the release of the result. (₦77,500 Per school ₦16,250 Per individual).
- All fees are payable into the Nursing and Midwifery Council of Nigeria’s account through Remita (the Registration Unit of the Council does NOT accept cash payment from individuals/schools).
- Head of Department/Coordinator/Principal should forward the application pack with the duplicate teller and computer printout as proof of payment with a covering letter containing the list of applicants addressed to the Registrar, Nursing and Midwifery Council of Nigeria.
- Designated staff should be authorized with a letter addressed to the Registrar, Nursing and Midwifery Council of Nigeria, duly signed and stamped by the Head of Department/Coordinator/Principal.
Post Basic Registration
Qualified applicants who have completed their Basic Nursing/Midwifery training and have successfully gone through an approved Post Basic Nursing specialty.
Here are the steps for post basic registration:
- The applicant submits a complete application form with these documents:
- Letter of identification from the school of training addressed to the Registrar, Nursing and Midwifery Council of Nigeria.
- Original copy of the certificate/statement of result for sighting.
- Photocopy of the certificate of recent qualification(s).
- Photocopy of certificate of previous qualification(s)/registration with the council.
- Current license.
- Original transcripts for Post-Graduate Diploma in Education (PGDE) and MSc in Nursing Education are needed for those with Bachelor of Science (BSc) in Nursing or Bachelor of Nursing Science (BNSc).
- Post Basic application packs are addressed and forwarded to the Registrar, Nursing and Midwifery Council of Nigeria by the school with the duplicate teller and computer printout as proof of payment and must be accompanied by a covering letter containing the list of applicants.
- Pay a non – refundable application/registration fee of ₦61,092 for Midwives/Psychiatric Nurses and ₦44,500 for other Post Basic Nurses into the Nursing and Midwifery Council of Nigeria through REMITA in any bank.
- Penalty for late registration is payable after 90 days of the release of the result. (₦77,500 Per school ₦16,250 Per individual).
- Applicant is required to collect a notification of registration at the completion of the registration process (individual application).
- Designated staff should be authorized with a letter addressed to the Registrar, Nursing and Midwifery Council of Nigeria, signed and stamped by the Head of Department/Coordinator/Principal.
Note
- All information provided on the application form for registration must be consistent with that provided at the time of indexing.
- All Nurses applying after five (5) years of obtaining qualification must undergo a minimum of four (4) weeks refresher course in an accredited institution and present the original certificate to the Council for registration.
NMCN License Renewal Portal
The renewal of license by the Council is supported and enforced by section 5 of the Amended Decree 54 of 1988 which categorically stipulates that “No Nurse shall be allowed to practice or continue to practice in any year except such a Nurse has paid Licensing fees as prescribed by the Council”.
Practicing licenses are renewable every three (3) years, the current renewal fee is Thirteen thousand one hundred and twenty-five naira (₦13,125) only for three years, penalty of Six thousand five hundred and sixty-two naira (₦6,562) for each year of default.
These fees need review periodically.
Requirements for Renewal of License

- Upload scanned copy of original Certificate of attendance for Mandatory Continuing Professional Development Programme (MCPDP).
- Payment of ₦13,125 for renewal and penalty of ₦6,562 for each year of default on Nursing and Midwifery Council of Nigeria through REMITA on the renewal portal.
Requirements for Re-Issuance of Lost License
- Completed licensing form.
- Application letter for re-issuance of license.
- Photocopies of certificates of registration.
- Photocopy of lost license (if available).
- Sworn court affidavit.
- Police extract (if license is current).
- Original teller of payment of prescribed fees of ₦10,937 only on Nursing and Midwifery Council of Nigeria’s platform through REMITA.
NMCN Verification
- Application letter stating purpose and destination of verification request.
- Completed verification form.
- Photocopy of current license.
- Photocopies of certificates of registration.
- Photocopy of birth certificate or declaration of age.
- Receipt of payment of ₦66,875 to Nursing and Midwifery Council of Nigeria through REMITA.

NMCN Portal Login
The NMCN (Nursing and Midwifery Council of Nigeria) has an online portal for nurses and midwives in Nigeria.

pls I need help ,I enrolled in a school of health a t Nkpor Anambra state which gives only OND certificate and doesn’t issue license, I only found out after 2 years in the school the essence of license ,what do I do now 😭
